El paseo era parte de una cultura del caballero, donde con baston y sombrero de copa por la calle pasea por aceras .
Hoy en día, la urbanización de los lugares aparece como un deber de los municipios y gobiernos, sin embargo en esta época no constituía un deber. De allí, que los lugares de paseo, como recorridos urbanos no eran parte del dia a dia.

Libertad Avenue is one of the only avenues designed to be avenue. The avenues before the Champs Elysees in Paris with Haussmann, were not part of the imagination of the regular people, but also appears as an axis which gives order to the secundary streets, the first time this was designed as a pedestrian walk for the French aristocracy of the XIX century and as geopolitical desition for troops to walk around the city.
This meant that the urban planning of the parcellingof Viña del Mar, should be at the height of the great cities of Europe, where there should be a place where you can walk.
The walk was part of the gentleman's culture, where, with cane and top hat walking down the street (with the pavement.)
Today, the urbanization of the places listed as a duty of governments and city halls, however at this time it wasn't a duty. From there, walk places, such as urban routes were not part of day to day.
